The Low Pay Commission (LPC) is an independent body set up under the National Minimum Wage Act 1998 to advise the government on the National Living Wage and the National Minimum Wage. Made up of nine Commissioners and supported by a small secretariat, its goal is to recommend rates that help as many low-paid workers as possible without any significant adverse effects impact on employment or the economy. This involves considering carefully evidence on trends in the economy, pay, the opinions of stakeholders, testimony from stakeholders, testimony from front-line visits and independent commissioned research with a view to reaching a shared judgement on the right balance.
The Commissioners are drawn from employee, employer and academic backgrounds. We are looking to appoint one employer member and up to three employee members.
For an employer member you will:
Be an individual with knowledge and experience of working in business at a senior level and matters relating to employers. It would be desirable for this experience to be in a business where the national minimum wage is relevant;
Have a good knowledge and understanding of the particular issues faced by business in the UK, especially those related to the employment of workers;
For this post we are particularly interested in candidates with expertise in the challenges facing small business.
For an employee member, you will:
Be an individual, with knowledge or experience of representing, or working on behalf of, low-paid workers.
Have a good knowledge and understanding of the particular issues faced by low-paid workers in the UK labour market;
You must be able to demonstrate that you can address the following essential criteria:
Be an open-minded strategic thinker, able to bring their own experience to bear on issues under discussion’
Have a commitment to an evidence-based approach, and the capacity to appreciate the implications of complex and multi-faceted evidence including quantitative analysis;
Be able to extract the essence of an argument from detailed papers or presented evidence;
Have the ability to make important and difficult objective decisions within fixed timeframes, whilst maintaining independence of mind;
Be able to challenge constructively the opinion of others, work to achieve a shared consensus and accept collective responsibility;
Have excellent communication skills, both oral and written, and be able to express themselves clearly and succinctly; and
Be able to work as part of a team with a small secretariat and have a proven track record of collaborative working.
In addition, it is desirable that you will:
Have an understanding of the remit of the Low Pay Commission.
Have an understanding of economics and are comfortable interpreting data.
Although the role is chiefly based in London, it will also involve occasional visits around the country (typically one to two per year, with an overnight stay) and an annual two day retreat near London for the rates negotiation in mid-October. The role is not pensionable. Commissioners will be appointed for a period of three years.
